The League of Legends world was up in arms when Tryndamere tweeted out a picture of Graves with his cigar. The man would finally have his stick of tobacco back in his mouth after a long, long time without it.
How does that meme go again? Right. "So (blah blah blah) can have this, but Graves can't have a cigar?"
This time it's: "So Graves can have his cigar, but will it be in my region?"
Graves was initially removed from the game because of concerns in terms of rating changes in some countries. Having tobacco, blood, skulls, etc. can alter a game's rating depending on what region you're in.
"After a long (probably too long) time, we’re finally bringing back his carcinogen-laden accessory to many regions, which poses an interesting technological challenge," said Ltrandolph, Engineering Manager on the Champion Team for League of Legends.
Those challenges vary from region to region. One challenge that League has had to deal with in the past was dealing with the blood pool from Vladimir. In China, they do not show red blood in their video games. Instead, they're replaced by black blood. This isn't something unusual to see as most recently H1Z1: King of the Kill replaced their red blood splatter and police cars with black blood splatter and taxi cabs.
"Currently, we have one mechanism for displaying different content in different countries. Specifically, we can check whether the game is being run in China, by looking for a specific file in the LoL install (a .dll file that is used by our publisher in China). If that .dll exists, then we swap out specific particle FX for other versions. We need some clean and reliable way to toggle the presence of the cigar."
According to Ltrandolph, new technology will be coming to determine whether or not Graves will have a cigar in his mouth or not for you. "We’re adding some new data that says which types of content, like “Tobacco” or “Blood”, are allowed in each country. Then we’re adding some new data to each game server that says which region you’re playing in. If your region is tagged as safe for tobacco use, we’ll swap Graves out to use the edgier splash."
tl;dr - If you live in a region that allows blood in your game, then yes, Graves will be back to his smoking ways.
